The UFLPA assumes all goods produced in identified risk origins are presumed to be made using forced labor and therefore prohibited from the US.

Traditional audits and paper trails often fail to detect risk in complex supply chains where raw materials like cotton are blended or transshipped. To secure market entry, importers need more than just supply chain visibility – they need legal defensibility.

The UFLPA’s rebuttable presumption places the burden of proof on the importer. Relying solely on supplier declarations is increasingly risky, as paper trails in high-risk regions can be unreliable and can be falsified to mask UFLPA supply chain risk.
